Queensland homeowners can legally remove small amounts of bonded asbestos from their own non-workplace residential property, but more than 10 square metres requires a licensed removalist or the required competency. This threshold sits under the Public Health Regulation 2018 (Qld), is enforced by local government rather than WHSQ, and differs from rules in other states.

Under the Public Health Regulation 2018 (Qld), a homeowner removing more than 10 square metres of bonded asbestos from their own residential property, which is a non-workplace, must either engage a licensed removalist or hold the required competency. This is enforced by local government, not by WHSQ, and it differs from the rules in other states.

Before deciding whether a material is bonded asbestos, arrange testing and inspection. Our identification guide explains where suspect materials are commonly found in local homes.

The threshold is not a shortcut around safe handling. A homeowner considering a small bonded job still needs to identify the material correctly, prevent dust, and plan its lawful disposal. If the material is damaged, difficult to access or its type is uncertain, testing and professional advice are sensible first steps.

When licensing applies

A Class A licence is required for friable asbestos in any amount, and also permits non-friable removal work. A Class B licence permits removal of more than 10 square metres of non-friable (bonded) asbestos. Licensed removal work must be notified to WHSQ at least 5 business days before it begins.

Since 1 May 2021, Queensland classifies low density asbestos fibre board (LDB) as friable asbestos, meaning it requires a Class A licensed removalist regardless of quantity. LDB was used as internal wall and ceiling lining in some Queensland homes and is often mistaken for ordinary fibro sheet.

A practical warning

In Coopers Plains, December 2023, a handyman was fined $5,000 and gave a $25,000 two-year court undertaking after using a high-pressure hose to clean an asbestos roof. Keeping material intact and using the correct pathway matters. Asbestos waste must be double wrapped or double bagged, labelled, and kept damp so no dust escapes during transport, then disposed of only at an authorised facility. Use heavy-duty plastic of at least 0.2 mm, seal seams with strong tape, fill bags only half full so they can be sealed properly, and transport them in a covered and secured vehicle. See our Townsville disposal guide for disposal information.
